Benevento, blitz della Guardia di Finanza in un’agenzia di scommesse illegali.
Bloccata l’attività , sequestrati macchinari e giocate, denunciato a piede libero il gestore che operava in totale assenza delle prescritte autorizzazioni di pubblica sicurezza ed amministrative.
La ripresa, dopo la sosta natalizia, dei diversi campionati calcistici sia a livello nazionale che internazionale, ha costituito l’occasione per porre in essere, da parte della Guardia di Finanza di Benevento, un’attività di prevenzione e contrasto dei fenomeni illeciti che interessano il settore dei giochi e delle scommesse rivolta all’illecita raccolta delle somme in gioco da parte di operatori non autorizzati, i quali, oltre alla concorrenza sleale alle attività amministrate, determinano una contrazione del gettito che deriva all’Erario dal monopolio fiscale su giochi e scommesse.

"Siamo determinati a difendere la creazione in Grecia di un mercato delle scommesse sportive equo e competitivo " ha fatto sapere Constantinos Maragakis, Direttore Comunicazioni esterne di Stanleybet.
Le agenzie di Stanleybet ad Atene e nella cità di Thessalonicco vennero poste sotto sequestro nel novembre scorso , una settimana dopo aver aperto.
La Polizia confiscò l'attrezzatura, giocate e denaro e arrestò i gestori e tre clienti che vennero rilasciati il giorno successivo. Per la Polizia Stanleybet " aveva raccolto scommesse illegalmente ... senza una licenza dalle autorità ... puntando a trarre guadagno ai danni dello stato greco."
OPAP gestisce in esclusiva l'offerta di gioco in Grecia fin dal 1996 ed è una delle poche società greche pubbliche che possono vantare un bilancio in attivo.

A few days earlier the Greek Ministry of Economy and OPAP were said to favour the solution of investigating Stanleybet’ s activity over tax law violations, thus not raising the issue of OPAP’s monopoly.
However, this strategy was ultimately not followed and the closure of Stanleybet’s store was preferred instead, which is deemed to cause some kind of reaction by the British company.
What does the concession contract say
On December 15, 2000 a concession agreement was signed between the Greek government and OPAP SA under which the Greek state gave OPAP exclusive rights of operation in the Greek betting market for a period of 20 years.
Under the terms of the contract and the current legislation exclusive rights are also given to OPAP for the operation and management of any new game in Greece on sporting events.
The price of this 20-year concession contract amounts to 322.8 million euro, part of which had been set off against various claims by the Greek government, the General Secretariat of Sports and the Ministry of Culture.

Winning bet? OPAP believes its Greek monopoly is a sure bet, whilst expansion abroad is on the cards
GAMING giant OPAP believes it is on solid ground in defending its monopoly. Moreover, it is fighting back against rivals such as the UK's Stanleybet International with plans to expand via acquisitions on rivals' turf, a senior OPAP source tells the Athens News.
"We are interested in acquisitions in Eastern Europe, Southeastern Europe and possibly in the UK," the source told us.
"However, we would only make acquisitions at the right price. I am not on some kind of macho trip, making acquisitions for the sake of it," he said. "We have to be prudent as we are a public corporation with no tradition of significant expansion and our psychology remains bearish."
Last month, UK newspaper The Times reported rumours that OPAP was set to make a play for either William Hill or Ladbrokes. The OPAP source interviewed by the Athens News, however, was keen to play down these rumours, which seem to have been exaggerated.
"I am more interested in other markets such as Eastern and Southeastern Europe, there are some particularly interesting low-priced opportunities, including part-privatisation in one or two cases," he said.
Cash-rich
Unlike many other businesses suffering from the global liquidity crisis, OPAP is in the advantageous position of having 700 million euros in cash sitting on its balance sheet, he added. "Now could be a good time to acquire while valuations are so low," he said.
But OPAP will study potential buys with a fine-toothed comb. They would need to be well-run companies, or at least have the capacity to be easily manageable within the OPAP portfolio. "They could be either sports betting or technical operators, but we are not interested in casinos," he said.
"We prefer potential buys to be close to our core business," he added.
One of the types of acquisitions closest to OPAP's core business is operating monopolies for other governments. It already does so in Cyprus and is now in bidding competition with other companies in a similar concession tender in Turkey. Turkey's Milli Piyango is that country's national lottery game.
"I am not certain that we will win the tender for Milli Piyango, but we are in with a reasonable chance," he added.
OPAP is bidding for Milli Piyango in a consortium that includes Turkey's Fiba Holding and local player Alarko, an OPAP insider noted. According to earlier reports, Greek rival Intralot may go after the concession, as will Italy's Lottomatica and the Turkish conglomerates Koc Holding and Cukurova.
Some analysts at home and abroad have suggested that an acquisition in a competitive market such as the UK could undermine OPAP's monopoly position in Greece, but the OPAP senior source refuted that.
"We are on firm legal grounds. It is not OPAP that has the monopoly, it is the Greek government," he said. "We can survive with or without monopoly status. But I don't believe that making acquisitions would undermine our right to operate the Greek state's gaming. We won the tender in Greece fair and square. We have over 10 years still to go for this right."
OPAP's monopoly rights span up to 2020.
The source said that there are plenty of precedents where companies not only operate local monopolies, but go on the offensive abroad via acquisitions in competitive markets.
"Lottomatica has a monopoly in Italy but still operates competitively elsewhere, so there is no reason why we can't compete as operators of government monopolies in one country and be in competition with other players in other countries," he added.
Stanleybet's challenge
Earlier this season, Stanleybet made a bold challenge to OPAP's monopoly status by opening rival outlets on OPAP's home ground. But the two betting shops in Thessaloniki and Athens were closed down less than two weeks after they opened after police raided them.
"We got them on tax [failure to follow proper tax procedures] grounds and for not having a licence," a source close to the government told the Athens News. No formal charges were pressed, however.
Stanleybet also used the same tactic in Italy in 2000. Fledgling outlets there too were closed down after a high-profile struggle to operate on Lottomatica's turf.
On December 5, Greece's Council of State will examine appeals from Stanleybet and William Hill regarding rejected gaming licences in Greece in 2005 and 2007. Indeed, an OPAP insider described the two abortive Stanleybet shop openings last month as merely a "communication firework" ahead of the December court case.

OPAP is bidding for Milli Piyango in a consortium that includes Turkey's Fiba Holding and local player Alarko, an OPAP insider noted. According to earlier reports, Greek rival Intralot may go after the concession, as will Italy's Lottomatica and the Turkish conglomerates Koc Holding and Cukurova.
Some analysts at home and abroad have suggested that an acquisition in a competitive market such as the UK could undermine OPAP's monopoly position in Greece, but the OPAP senior source refuted that.
"We are on firm legal grounds. It is not OPAP that has the monopoly, it is the Greek government," he said. "We can survive with or without monopoly status. But I don't believe that making acquisitions would undermine our right to operate the Greek state's gaming. We won the tender in Greece fair and square. We have over 10 years still to go for this right."
OPAP's monopoly rights span up to 2020.
The source said that there are plenty of precedents where companies not only operate local monopolies, but go on the offensive abroad via acquisitions in competitive markets.
"Lottomatica has a monopoly in Italy but still operates competitively elsewhere, so there is no reason why we can't compete as operators of government monopolies in one country and be in competition with other players in other countries," he added.
Stanleybet's challenge
Earlier this season, Stanleybet made a bold challenge to OPAP's monopoly status by opening rival outlets on OPAP's home ground. But the two betting shops in Thessaloniki and Athens were closed down less than two weeks after they opened after police raided them.
"We got them on tax [failure to follow proper tax procedures] grounds and for not having a licence," a source close to the government told the Athens News. No formal charges were pressed, however.
Stanleybet also used the same tactic in Italy in 2000. Fledgling outlets there too were closed down after a high-profile struggle to operate on Lottomatica's turf.
On December 5, Greece's Council of State will examine appeals from Stanleybet and William Hill regarding rejected gaming licences in Greece in 2005 and 2007. Indeed, an OPAP insider described the two abortive Stanleybet shop openings last month as merely a "communication firework" ahead of the December court case.

ATHENS (AFP)--U.K. sports betting group Stanleybet said Wednesday it had taken legal action to reopen two Greek outlets that were closed last year after pressure from state gambling operator OPAP.
"We are determined to defend the creation of a regulated, fair and competitive sports betting market in Greece," Stanleybet International communications director Constantinos Maragakis said in a statement.
Stanleybet’s outlets in Athens and the northern city of Thessaloniki were shut down in November barely a week after opening on Oct. 29, the company said.
Police confiscated equipment, coupons and cash and arrested store operators and three customers who were all released the following day, it said.
At the time, police said Stanleybet "conducted illegal betting ... without a permit from the appropriate authorities ... aiming to make monetary gain at the expense of the Greek state."
OPAP has had control over betting in Greece since 1996 and is one of the country’s few profitable public companies.
But Stanleybet, which has more than 1,400 outlets in Belgium, Croatia, Romania and Poland, said it has a "legal right" to provide operate in Greece under E.U. law and prior European Court of Justice rulings.
OPAP threatened to take legal action against the British betting group after it opened two outlets in Athens and Salonika last month.
"The company will defend the rights (arising) from its contract with the Greek state in every legal manner," it said.
Greeks spend several billion euros a year on football gambling and lotteries, in casinos and at the racetrack, according to press reports.
